What is status of LGPL-like license (CeCILL-C I think) for quiqwt?

I read somewhere that guiqwt might move from CeCILL toward CeCILL-C license.

Has that happened yet? And is it still planned?

Yes, it's still planned but that hasn't happened yet.

The forthcoming project which will be distributed under the LGPL-like
license "CECILL-C" is named guiplot:
http://code.google.com/p/guiplot/
